In this briefing, the Dutch work team at the European Legal Support Center (ELSC), in collaboration with Meld Islamofobie, will examine the precise contents of the bill, which seeks to criminalise the \u2018glorification\u2019 of so-called \u2018terrorism\u2019. We will also examine the consequences of similar laws in other countries \u2013 the sources of inspiration for the Jetten Cabinet, as the Cabinet<\/em> <a href=\"https:\/\/www.tweedekamer.nl\/kamerstukken\/wetsvoorstellen\/detail?cfg=wetsvoorsteldetails&amp;qry=wetsvoorstel:36971#wetgevingsproces\" target=\"_blank\" rel=\"noopener\"><em>itself describes in the Explanatory Memorandum (MvT) accompanying the bill<\/em><\/a><em>. It will become clear just how\u00a0elastic\u00a0this bill can be for the Dutch government to bend according to whatever suits its political agenda, and that it can be used to silence political\u00a0dissidents\u00a0such as anti-genocide groups, organisations, and individuals. Finally, we will discuss what can be done to oppose the bill.<\/em>\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">I. <strong>INTRODUCTION<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This briefing concerns the bill of 25 June 2026, tabled by Minister David van Weel (VVD), <a href=\"https:\/\/www.tweedekamer.nl\/kamerstukken\/wetsvoorstellen\/detail?cfg=wetsvoorsteldetails&amp;qry=wetsvoorstel:36971\" target=\"_blank\" rel=\"noopener\">entitled \u201cCriminalisation of the glorification of terrorism and public expressions of support for terrorist organisations<\/a>\u201d. In short, the bill aims to make it a criminal offence to publicly express support for so-called \u201cterrorist organisations\u201d.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill has been in the pipeline <a href=\"https:\/\/www.volkskrant.nl\/nieuws-achtergrond\/buma-onder-vuur-om-gedachtepolitie-tegen-verheerlijking-terrorisme~be1f300d\/\" target=\"_blank\" rel=\"noopener\">since 2014<\/a>. After the Schoof Cabinet sought to reintroduce the legislation in 2025, it received a <a href=\"https:\/\/www.internetconsultatie.nl\/terrorismeverheerlijking\/b1\" target=\"_blank\" rel=\"noopener\">record number of responses<\/a> during the online consultation, in which residents and organisations were able to submit their objections. The ELSC also <a href=\"https:\/\/www.internetconsultatie.nl\/terrorismeverheerlijking\/reactie\/302077\/bestand\" target=\"_blank\" rel=\"noopener\">submitted an objection<\/a>. The bill was examined in March by the Council of State (<em>Raad van State<\/em>), which <a href=\"https:\/\/www.raadvanstate.nl\/actueel\/nieuws\/maart\/strafbaar-verheerlijken-terrorisme\/\" target=\"_blank\" rel=\"noopener\">made a number of comments and suggested improvements<\/a>. <a href=\"https:\/\/www.trouw.nl\/politiek\/schaduwdeal-d66-vvd-redt-ontwikkelingsbegroting~bef636c1f\/?referrer=https%3A%2F%2Fwww.google.com%2F\" target=\"_blank\" rel=\"noopener\">Following a political deal between the VVD and D66<\/a>, the new right-wing Jetten Cabinet has slightly amended the bill in line with the Council of State\u2019s recommendations and sent it to the House of Representatives. These amendments have not allayed the concerns raised by civil society.<sup>1<\/sup>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill contains the following additions to Dutch criminal law:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>The public glorification of \u2018terrorist offences&#8217;&nbsp;(new Article 132a);&nbsp;<\/li>\n\n\n\n<li>The dissemination of texts or images in which \u2018terrorist offences&#8217; are praised (new Article 132b);&nbsp;<\/li>\n\n\n\n<li>Publicly expressing support for organisations designated as \u2018terrorist\u2019 organisations (new Article 132c).&nbsp;<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading has--font-size\">II. LEGAL RISKS<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To gain a clear picture of the risks, it is important first to answer the question: what exactly is \u2018terrorism\u2019? The legal definition used in Dutch criminal law is set out in Article 83a of the Criminal Code. According to this definition, a \u2018terrorist intent\u2019 exists if one of the following objectives is pursued in the acts described:&nbsp;<\/p>\n\n\n<style>.wp-block-kadence-advancedheading.kt-adv-heading9238_f9253f-02_0, .wp-block-kadence-advancedheading.kt-adv-heading9238_f9253f-02_0[data-kb-block=\"kb-adv-heading9238_f9253f-02_0\"]{font-style:normal;}.wp-block-kadence-advancedheading.kt-adv-heading9238_f9253f-02_0 mark.kt-highlight, .wp-block-kadence-advancedheading.kt-adv-heading9238_f9253f-02_0[data-kb-block=\"kb-adv-heading9238_f9253f-02_0\"] mark.kt-highlight{font-style:normal;color:#f76a0c;-webkit-box-decoration-break:clone;box-decoration-break:clone;padding-top:0px;padding-right:0px;padding-bottom:0px;padding-left:0px;}.wp-block-kadence-advancedheading.kt-adv-heading9238_f9253f-02_0 img.kb-inline-image, .wp-block-kadence-advancedheading.kt-adv-heading9238_f9253f-02_0[data-kb-block=\"kb-adv-heading9238_f9253f-02_0\"] img.kb-inline-image{width:150px;vertical-align:baseline;}<\/style>\n<p class=\"kt-adv-heading9238_f9253f-02_0 wp-block-kadence-advancedheading\" data-kb-block=\"kb-adv-heading9238_f9253f-02_0\">The public glorification of \u2018terrorist offences&#8217;&nbsp;(new Article 132a);<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>The aim of instilling fear in people; or <\/li>\n\n\n\n<li>The aim of influencing the behaviour of governments or international bodies; <\/li>\n\n\n\n<li>The aim of seriously disrupting or destroying the fundamental structures of a country or an international organisation.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">This is a broad definition, which is problematic in itself, as it depends primarily on the <a href=\"https:\/\/theconversation.com\/one-mans-freedom-fighter-can-we-ever-define-terrorism-11051\" target=\"_blank\" rel=\"noopener\">subjective interpretation of judges and the public prosecution service<\/a>. Nelson Mandela was considered a terrorist by the Dutch government for a long time and remained on international terrorist lists for many years. Had the proposed law been in force in the 1980s and 1990s, the Dutch government could have imprisoned all demonstrators who had \u2018glorified\u2019 his actions, disseminated his arguments, or publicly praised his freedom movement, the <em>African National Congress<\/em> (ANC).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, it has been widely demonstrated that generally there are&nbsp;problematic associations between the word \u2018terrorism\u2019 and certain religious beliefs and ethnicities.<sup>2<\/sup>&nbsp; Ethnic minorities, and in particular the political and religious expressions of Muslims, are <a href=\"https:\/\/www.amnesty.org\/en\/documents\/eur01\/3606\/2021\/en\/\" target=\"_blank\" rel=\"noopener\">systematically labelled as a security risk by politicians and the media<\/a>; more on this later.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By seeking to prohibit the public expression of support for organisations designated as \u2018terrorist\u2019, the bill further undermines the political independence of the judiciary. In practice, what is classified as \u2018terrorism\u2019 and prosecuted as such depends entirely on political decisions at national and European level in the form of sanctions lists and designations. As a result of the shift to the right in Europe, these lists are increasingly being expanded to include organisations that <a href=\"https:\/\/elsc.support\/nl\/resource\/europes-proscription-of-palestine-solidarity\/\" target=\"_blank\" rel=\"noopener\">seek to promote respect for the rights of others<\/a>. More on this later as well.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are already ample provisions within Dutch criminal law to prosecute people for actions that the Dutch government labels as \u201cviolent\u201d: the only change introduced by the new bill is that it allows the government to imprison people for expressions of solidarity that it cannot label as such.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of other points are worth mentioning. Firstly, the fact that the dissemination of texts or images is being made a criminal offence. It is clear that social media has become an important space for exercising the right to freedom of expression. This criminalisation can therefore be used by the Dutch state, through the police, the AIVD and the MIVD, to suppress certain forms of solidarity on social media.<sup>3<\/sup>&nbsp;The text of the bill does not contain sufficient safeguards to counter the direct negative consequences, as well as the indirect ones in the form of a <em>\u2018chilling<\/em> effect\u2019 and self-censorship.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, in response to earlier criticism from the Council of State, the element of \u201cexcessive praise or adulation\u201d has been added to the new version of the bill. Although this element has been clarified to some extent in case law and the Explanatory Memorandum accompanying the bill refers to \u201cexuberant expressions of praise\u201d and \u201cthe bestowal of high appreciation\u201d<sup>4<\/sup>, this remains a rather&nbsp;subjective&nbsp;criterion and will, to a large extent, be a subjective assessment. Where exactly does the dividing line lie between \u201ccondoning\u201d \u2013 which is explicitly not made a criminal offence \u2013 and \u201cexcessive praise or adulation\u201d? The fact that this is unclear may lead to a certain degree of self-censorship. This violates the principle of foreseeability, which is one of the requirements under European legislation and case law for national laws that may restrict fundamental freedoms.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In summary, the Dutch government wishes to make it easier to prosecute residents who in any way express support for organisations, or praise their actions in words or in writing, which have been designated as \u2018terrorist\u2019 through an entirely political process \u2013 <strong>an elastic label that governments can use as a weapon against political dissidents such as organisations, groups and individuals who oppose Israel\u2019s genocide that&nbsp;the<\/strong> <a href=\"https:\/\/elsc.support\/breaking-dutch-and-palestinian-ngos-sue-dutch-state-for-failing-to-prevent-genocide-in-gaza-and-to-ensure-israel-respects-international-law\/\" target=\"_blank\" rel=\"noopener\"><strong>Dutch government is complicit in<\/strong><\/a>. <strong>Publicly expressing support for anti-genocide groups, organisations and actions could therefore suddenly become a criminal offence.<\/strong> Furthermore, as it is unclear what may and may not be said or shown, the principle of foreseeability is being violated. This bill therefore constitutes <strong>an unacceptable restriction on freedom of expression<\/strong> and <strong>an escalation of the ongoing attack on political dissent against the Dutch government\u2019s pro-genocide policy<\/strong>. It also poses <strong>significant risks<\/strong> to the <strong>freedom of assembly<\/strong> and the <strong>freedom of religion and belief<\/strong>, values which the Netherlands once held in high regard.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">IV. <strong>HISTORY<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As briefly mentioned, the bill does not stand alone and represents the most recent proposed expansion of a wide range of repressive criminal and administrative measures. This \u2018apparatus\u2019 of legislation and policy has rapidly expanded the repressive capacity of the Dutch state over the past twenty years. The repression of the Palestinian resistance and of solidarity with the Palestinian people against the Israeli occupation, colonialism, and ethnic cleansing has been a key factor in the development of \u2018anti-terrorism\u2019 legislation since the start of the century and played a fundamental role in the early institutionalisation of the \u2018terrorist threat\u2019 as a political instrument.<sup>5<\/sup>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Israeli genocide in Gaza and the Dutch government\u2019s pro-genocide policy have since 2023 led to a further escalation in the planned expansion of repressive policies, with major consequences for privacy, freedom of expression and religion, and the right to demonstrate. The current bill shifts the focus of criminalisation from <em>actions<\/em> to <em>\u2018signals\u2019<\/em> and follows motions passed by the House of Representatives that are almost exclusively aimed at criminalising organisations showing solidarity with the Palestinian people and Islamic organisations.<sup>6<\/sup>&nbsp;<br><br>The parliamentary history of the bill shows that the links which politicians systematically draw between the Palestine solidarity movement, migration, \u2018anti-Semitism\u2019, Islam and \u2018terrorism\u2019 were a major reason for the bill being resubmitted. A previously rejected version of the bill was tabled in the House of Representatives in 2015 following attacks in Europe carried out by IS. In 2024, the discourse shifted towards associations between the anti-genocide movement and \u2018terrorism\u2019, actively propagated by pro-genocide politicians and organisations. This, too, demonstrates the political instrumentalisation of the bill and the risk that it will be used to curtail political freedoms.<sup>7&nbsp;<\/sup> &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is hardly any robust political and social debate taking place on the impact of 20 years of \u2018counter-terrorism policy\u2019, despite the mounting evidence of serious human rights violations and <a href=\"https:\/\/www.scp.nl\/documenten\/2026\/08\/27\/de-wtmo-en-de-ruimte-voor-het-maatschappelijk-middenveld\" target=\"_blank\" rel=\"noopener\">growing legal inequality in its implementation<\/a> \u2013 such as <a href=\"https:\/\/pilp.nu\/en\/dossier\/islamophobia-en-surveillance\/\" target=\"_blank\" rel=\"noopener\">covert investigations in mosques<\/a>, <a href=\"https:\/\/discriminatie.nl\/blog\/discriminatie-moslims-door-banken-en-financiele-instellingen\/\" target=\"_blank\" rel=\"noopener\">discrimination by banks<\/a>, <a href=\"https:\/\/www.volkskrant.nl\/binnenland\/hoe-belandde-hij-op-een-terroristenlijst-fotograaf-sakir-khader-eist-inzage-in-al-zijn-persoonsgegevens-die-nederland-deelde~bc951ccb\/\" target=\"_blank\" rel=\"noopener\">citizens or political activists whose names end up on \u2018terrorism lists\u2019<\/a>, the <a href=\"https:\/\/nltimes.nl\/2025\/03\/24\/judge-rules-dutch-citizenship-stripped-based-dual-nationality\" target=\"_blank\" rel=\"noopener\">selective revocation of Dutch nationality on the basis of ethnic origin<\/a>, and <a href=\"https:\/\/uitspraken.rechtspraak.nl\/details?id=ECLI:NL:RBLIM:2021:5395\" target=\"_blank\" rel=\"noopener\">the \u2018tunnel vision\u2019 of the Public Prosecution Service in criminal investigations into \u2018terrorism cases\u2019<\/a>, <a href=\"https:\/\/uitspraken.rechtspraak.nl\/details?id=ECLI:NL:RBLIM:2021:5395\" target=\"_blank\" rel=\"noopener\">as highlighted by judges<\/a>. This is merely a selection of cases documented by researchers, activists and journalists.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Human rights lawyer Britta B\u00f6hler, who acted as defence counsel in several high-profile \u2018terrorism\u2019 cases, warned as early as 2004 in her book <em>Crisis in the Rule of Law<\/em> (\u201cCrisis in de rechtstaat\u201d)&nbsp;that new repressive legislation is repeatedly introduced in the wake of incidents that cause a great deal of political and media uproar. The adequacy of existing criminal legislation and the risks to the rule of law are consistently sidelined in the process. According to B\u00f6hler, this development comes at the expense of fundamental safeguards for suspects: the defence has ever fewer opportunities to effectively scrutinise the reliability and lawfulness of incriminating material \u2013 often derived from secret intelligence \u2013 whilst exceptional rules in investigations and gathering evidence are justified. This undermines the fundamental principles of a fair trial, in which the defence must be genuinely able to challenge the evidence presented against them.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current bill represents an unprecedented intensification of all the dangers that B\u00f6hler described as long as 22 years ago.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>V. INTERNATIONAL CONTEXT<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Explanatory Memorandum to the&nbsp;bill explicitly refers to, amongst others, Germany, England and France, and acknowledges that \u201c[t]he provisions of other countries have been drawn upon in drafting the legislative articles proposed here\u201d.<sup>8<\/sup>&nbsp;When we look at these and other European countries, <a href=\"https:\/\/elsc.support\/resource\/europes-proscription-of-palestine-solidarity\/\" target=\"_blank\" rel=\"noopener\">patterns emerge of the expansion of \u2018counter-terrorism\u2019 legislation used to criminalise solidarity with Palestine and anti-genocide resistance, and to create a <em>chilling effect<\/em><\/a>. Such legislation leads not only to prosecution but also to serious smear campaigns and state surveillance. The situation in the United Kingdom (UK), Germany and France gives an indication of the direction the Jetten Cabinet intends to take the Netherlands in.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the most obvious example is the UK, where Palestine Action was banned under Section 3 of the Terrorism Act 2000. This led to the <a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/jun\/15\/arrested-protesters-devastated-appeal-court-rules-palestine-action-ban-lawful\" target=\"_blank\" rel=\"noopener\">arrest of more than 3,000 people, 700 of whom have been charged<\/a>, including for holding up a sign reading \u2018I oppose genocide, I support Palestine Action\u2019. Furthermore, Section 12(1A) allows the British government to use vague terms to wield the law as a weapon against unwelcome opinions. Incidents from the <a href=\"https:\/\/www.index-of-repression.org\/uk\/platform\" target=\"_blank\" rel=\"noopener\">ELSC\u2019s Index of Repression concerning the UK<\/a> illustrate the consequences of this.<sup>9<\/sup>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The situation in Germany illustrates how the banning of organisations, symbols and slogans can be dictated by a government\u2019s political agenda. Examples include the ban on the <a href=\"https:\/\/elsc.support\/resource\/europes-proscription-of-palestine-solidarity\/\" target=\"_blank\" rel=\"noopener\">\u2018From the River to the Sea\u2019<\/a> slogan, <a href=\"https:\/\/www.nd-aktuell.de\/downloads\/Offener_Brief_an_Polizei_und_StA_Berlin_1_.pdf\" target=\"_blank\" rel=\"noopener\">which has led to thousands of incidents of anti-Palestinian repression<\/a>, and a ban on the organisation Pal\u00e4stina Solidarit\u00e4t Duisburg, <a href=\"https:\/\/elsc.support\/resource\/europes-proscription-of-palestine-solidarity\/\" target=\"_blank\" rel=\"noopener\">a ban that cited politically motivated reasons lacking legal basis<\/a>. As recently as last May, the German domestic intelligence service <a href=\"https:\/\/elsc.support\/blog\/hostile-symbols-slogans-the-attack-on-palestinian-presence-in-europe\/\" target=\"_blank\" rel=\"noopener\">shared<\/a> a list of \u2018extremist\u2019 symbols and slogans <a href=\"https:\/\/www.researchgate.net\/profile\/Aladdin-Assaiqeli\/publication\/349176508_Palestine_in_Visual_Representation_A_Visual_Semiotic_Analysis_of_the_Nakba\/links\/6023eff892851c4ed562ed3c\/Palestine-in-Visual-Representation-A-Visual-Semiotic-Analysis-of-the-Nakba.pdf\" target=\"_blank\" rel=\"noopener\">including Handala<\/a>, the iconic symbol of a Palestinian refugee child. In June 2026, <a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/hrbodies\/hrcouncil\/sessions-regular\/session62\/advance-versions\/a-hrc-62-67-add-1-auv.pdf\" target=\"_blank\" rel=\"noopener\">a United Nations Special Rapporteur wrote<\/a> that she was concerned about \u201cthe considerable lack of clarity surrounding the definition of terms such as \u2018anti-Semitism\u2019 and \u2018extremism\u2019 [in Germany], which leads to excessive restrictions on freedom of expression and sows confusion amongst those who enjoy these rights, with a dramatic <em>chilling effect<\/em>.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In France, Article 421-2-5 of the \u201cCode P\u00e9nal\u201d prohibits the justification of \u2018terrorism\u2019, comparable to the glorification of \u2018terrorism\u2019, and the Council of Ministers may dissolve any association by simple decree.<sup>10<\/sup>&nbsp;What this demonstrates in practice is just how flexible the concept of \u2018terrorism\u2019 is for the French government. For instance, in 2022 the French Council of State initially ruled that the dissolution of Collectif Palestine Vaincra (CPV) constituted a disproportionate infringement of freedom of expression and association. Three years later, the Council ruled the opposite, despite admitting itself that CPV\u2019s actions \u201ccannot be regarded as acts intended to incite terrorist acts.\u201d<sup>11<\/sup>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lucy Dawoud, a lawyer with the French organisation Legal Team Antiraciste, which routinely assists residents of France suspected of \u201cjustifying terrorism\u201d, stated the following in a personal communication with the ELSC: \u201cIn France, Article 421-2-5 is one of the main tools used by the state to target the political opposition. In recent years, it has been used on a large scale against elected politicians and trade union representatives, leaders of solidarity movements, activists, journalists and academics because of political statements made in social media posts or during speeches at demonstrations. Some of the most far-reaching measures available to the judicial system can be applied under this article: house searches, police custody, judicial supervision, prison sentences, inclusion in the national register of \u2018terrorism offenders\u2019, the freezing of assets, and consequences for one\u2019s immigration status. The reality of this law is that it enables the government to prosecute \u2018thought crimes\u2019 under the guise of counter-terrorism.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marc Tr\u00e9vidic, a former police judge and co-draftsman of the article in question, <a href=\"https:\/\/www.youtube.com\/watch?v=LPmuKU9vNbw\" target=\"_blank\" rel=\"noopener\">now says the following on the matter<\/a>: \u201cYou can now openly claim that the bombings of Gaza are legitimate without being prosecuted for it. Whereas you can end up in prison simply for using a pro-Palestinian hashtag. We should have the courage to change course. All of this has been a lesson for me.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These patterns elsewhere in Europe, which point to the path the Jetten government wishes to take the Netherlands in, demonstrate just how elastic this bill can be for a Dutch government to make it apply according to whatever suits its political agenda best, starting with the further repression of anti-genocide groups, organisations, and individuals.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">VI. <strong>WHAT TO DO<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>In the Netherlands, we can still stop this.<\/strong> The bill is still at the preparatory stage: the debate and vote in the House of Representatives (<em>Tweede Kamer<\/em>) and the Senate (<em>Eerste Kamer<\/em>) are yet to take place, on dates that are as yet unknown. <strong>The ELSC and Meld Islamofobie urge everyone within the Palestine solidarity movement to monitor the progress of this bill<\/strong> <a href=\"https:\/\/www.tweedekamer.nl\/kamerstukken\/wetsvoorstellen\/detail?cfg=wetsvoorsteldetails&amp;qry=wetsvoorstel%3A36971\" target=\"_blank\" rel=\"noopener\"><strong>here<\/strong><\/a> and <strong>to use this briefing to rally opposition to it.
